Power of a municipality to pass by-laws respecting the construction or demolition of buildings.
The Ontario Ministry of Municipal Affairs and Housing issued Ontario CodeNews e-bulletin #368, dated August 7, 2025, to announce that the Minister will no longer issue Minister's Rulings for innovative construction products evaluated by the Canadian Construction Materials Centre, as a result of an amendment to the Building Code Act, 1992.

Section 28 of the Building Code Act, 1992 was amended by Schedule 1 of the Protect Ontario by Building Faster and Smarter Act, 2025,  (Bill 17) which received Royal Assent on June 5, 2025, as follows:

SCHEDULE 1
BUILDING CODE ACT, 1992

1   Section 28 of the Building Code Act, 1992 is amended by adding the following subsection:

Restriction

(6) If the Canadian Construction Materials Centre of the National Research Council of Canada has examined or has expressed its intention to examine an innovative material, system or building design, the Building Materials Evaluation Commission shall not exercise its powers under subsection (4) in respect of that material, system or building design.

2 (1) Clause 29 (1) (a) of the Act is repealed.

   (2) Subsections 29 (5) to (7) of the Act are amended by striking out “(a) or” wherever it appears.

   (3) Subsection 29 (8) of the Act is repealed.

3   Paragraph 23 of subsection 34 (1) of the Act is repealed.

4   Section 35 of the Act is amended by adding the following subsection:

(1.1) For greater certainty, sections 9, 10 and 11 of the Municipal Act, 2001 and sections 7 and 8 of the City of Toronto Act, 2006 do not authorize a municipality to pass by-laws respecting the construction or demolition of buildings.

   Commencement

5 (1) Except as otherwise provided in this section, this Schedule comes into force on the later of July 1, 2025 and the day the Protect Ontario by Building Faster and Smarter Act, 2025 receives Royal Assent.

   (2) Section 4 comes into force on the day the Protect Ontario by Building Faster and Smarter Act, 2025 receives Royal Assent.

Note that the Ontario CodeNews e-bulletin neglected to mention that a new subsection 35 (1.1) of the Act clarifies that certain sections of the Municipal Act, 2001 and the City of Toronto Act, 2006 do not authorize a municipality to pass by-laws respecting the construction or demolition of buildings.

Elevators and Other Lifting Devices, Chapter IV
The 12-month transitional period provided for by Order in Council 848-2024, dated May 15, 2024, which amended Chapter IV, Elevators and Other Lifting Devices, of the Construction Code, ended on July 13, 2025.

As of July 18, 2025, construction or alteration work of elevating devices is required to comply with:
  • ASME A17.1-2019/CSA B44:19, as modified Québec, for an elevator, freight elevator, material elevator, escalator, or moving walkway
  • CSA B355:19, as modified for Québec, for a lifting device intended for persons with reduced mobility

Construction Code
Jean Boulet, Quebec Minister of Labour issued Order No. AM 2025-001 pursuant to Article 127 of the Building Act, dated June 25, 2025, which comes into force on July 9, 2025, for a period of 5 years.  The Order permits the use of equivalent measure on the use of encapsulated solid timber in the construction of buildings of up to 18 stories in accordance with the document titled "Encapsulated Mass Timber Buildings of up to 18 Storeys – Conditions to be Met and Explanatory Guide".

Until now, a designer wishing to erect an encapsulated mass timber building higher than 12 storeys had to submit a request for equivalent measures to the RBQ. From now on, this process will no longer be required if the conditions set out in this publication are met.

The number of storeys authorized for the construction of a building made of encapsulated mass timber has now increased from 12 to 18 storeys, depending on the uses.  The possibilities for construction with encapsulated mass timber have been expanded to include a greater number of primary uses.  A higher percentage of exposed wood is permitted, depending on the building's height and use.

National Model Codes
The Canadian Board for Harmonized Construction Codes (CBHCC) is holding a public consultation on its draft policy direction for addressing embodied greenhouse gas (GHG) emissions in new houses and buildings in the National Model Codes.

The deadline for receiving comments has been extended to 11:59 pm PDT on July 21, 2025. This first phase will inform the initial technical work to develop requirements for the 2030 Codes.

To provide input, please follow the steps below:
  1. Review the draft policy direction on the CBHCC’s website
  2. Submit comments by email and attach any supportive material: CBHCCSecretary-SecretaireCCHCC@nrc-cnrc.gc.ca
Comments will be reviewed by the CBHCC’s federal, provincial, and territorial Working Group on Climate Change Mitigation, which will make a recommendation to the CBHCC.

Bathing Areas, Chapter X
The Régie du bâtiment du Québec (RBQ) announced on June 23, 2025 that Décret 811-2025, a regulation amending Chapter X, Bathing Areas, of the Construction Code, as well as Décret 812-2025, a regulation adding Chapter IX, Bathing Areas, to the Safety Code, were published on June 18, 2025 in the Gazette officielle du Québec. They will come into effect on July 17, 2025.

The main objective of these regulations is to enhance user safety, better meet community needs, and contribute to drowning prevention in public bathing areas, pools in private seniors' residences and tourist accommodation establishments, as well as pools in buildings used as residential units (rental or condominium). They also aim to harmonize current regulations.

Main Changes to the Construction Code include:
  • Enhanced requirements for fences, access stairs to a pool, and depth markings
  • Introduction of requirements for accessibility to pools for persons with disabilities
  • Addition of provisions for the construction of wave pools to ensure swimmer safety
  • Enhanced requirements for diving facilities and accessories, particularly to ensure safe access and use
The provisions contained in the updated Construction Code apply to new construction.  Owners of existing pools do not need to make any modifications.

The Régie du bâtiment du Québec (RBQ) announced on June 23, 2025 that the Quebec Construction Code, Chapter I.1 – Building Energy Efficiency, and the 2020 National Energy Code of Canada for Buildings, including the amendments made for Quebec, are now available for free download from the National Research Council of Canada (NRC) website.

Jean Boulet, Québec Minister of Labour, published a draft regulation to amend the Chapter II, Gas, of the Construction Code  and Chapter III, Gas, of the Safety Code in the May 14, 2025 edition of the Gazette officielle du Québec
for public comment until June 27, 2025.

The draft regulation amending the Construction Code aims, among other things, to:
  • replace outdated standards
  • adopt new standards
  • recognize gas inspection bodies
  • adopt the Canadian Hydrogen Installation Code
The draft regulation amending the Safety Code aims, among other things, to:
  • increase the level of safety, notably by amending the requirements for risk assessment reports and operating permits
  • require the requalification of tank relief valves
  • adopt new standards developed by the CSA Group

The Régie du bâtiment du Québec (RBQ) announced on April 2, 2025 that Décret 437-2025 and Décret 438-2025, both dated March 19, 2025, to amend Chapter I, Construction Code and Chapter VIII, Safety Code have been published in the Gazette officielle du Québec. The Décrets will come into force on April 17, 2025.

The update to the Building Chapter contains amendments that improve building accessibility, user safety, structural safety, occupant health, and fire safety, including:
  • compliance with CAN/ULC-S1001 for Integrated Fire Protection and Life Safety Systems
  • protection against open flames and sparks during hot work
  • leak detection for aboveground storage tanks for flammable and combustible liquids
  • signage indicating the presence of dangerous goods in laboratories
  • compliance of fire safety plans with the Safety Code and their implementation
The amendment provides an 18 month transitional period from the date the regulations come into force. This transitional period increased to 3 years for section 2.1.3.7 of the Building chapter of the Safety Code, which covers the testing of integrated fire protection and life safety systems in accordance with the CAN/ULC-S1001 standard, to facilitate their implementation by the community.

To simplify understanding of the new requirements contained in these updates, the RBQ has published the following explanatory information on the main changes to the Building Chapter of the Construction Code and the Building Chapter of the Safety Code:

Fire Safety Regulations
Nova Scotia adopted the National Fire Code of Canada 2020, along with recommendations from the Nova Scotia Office of the Fire Marshal to address local requirements and improvements through Order In Council 2025-77 (effective April 1, 2025), N.S. Reg. 60/2025, published in Vol. 49, No. 7 of the Royal Gazette Part 11 on April 4, 2025.

Important changes include:
  • consolidating fire safety plan requirements to ensure better compliance and enforcement
  • establishing classifications for widely used water-mixable liquids to ensure that appropriate fire safety measures are used for their storage, handling and processing
  • introducing new measures for the construction of mass timber buildings
The National Fire Code of Canada 2020 aligns with the 2020 National Building Codes to provide guidance on provincial construction standards.  The consolidated Fire Safety Regulations are available on the website of the Nova Scotia Office of the Registrar of Regulations.

On July 2, 2025, BC Publications announced that the consolidation of amendments to the 2019 Vancouver Building By-law (Book I and Book II), up to Revision 14, effective as of July 1, 2025, has now been published.

Alberta Municipal Affairs has issued a Notice to announce that the following gas codes have been adopted under the Gas Code Regulation:
  • CSA-B149.1:25 – Natural gas and propane installation code
  • CSA-B149.2:25 – Propane storage and handling code
  • CSA-B149.3:25 – Code for the field approval of fuel-burning appliances and equipment and equipment
  • CSA-B149.5:25 – Installation code for propane fuel systems and containers on motor vehicles
  • CSA/ANSI-B149.6:25 – Code for biogas generation and utilization
These codes were published in February 2025 and will come into force on March 1, 2026, under the Safety Codes Act.
Effective January 1, 2016, the Gas Code Regulation was amended to allow timely code adoption.  Generally, national gas codes come into force in Alberta one year after the month of their publication, unless otherwise prescribed by the Minister of Municipal Affairs.

Michael Kerzner, Ontario Solicitor General, made Ontario Regulation 87/25 on June 2, 2025 to amend the Ontario Fire Code.

Ontario Regulation 87/25:
  • was filed under Fire Protection and Prevention Act, 1997 S.O. 1997, c. 4 on June 4, 2025;
  • was published on e-Laws on June 4, 2025;
  • will be published in The Ontario Gazette on June 21, 2025; and
  • will come into force on January 1, 2026 (with a few exceptions).
This regulation introduces a French edition of the Ontario Fire Code that mirrors the content and recent updates made to the English version.

The changes to the Ontario Fire Code are the first set prepared under the auspices of the Reconciliation Agreement on Construction Codes (see Fire Marshal’s Communique 2020-17), and are intended to improve harmonization of the Ontario Fire Code with the 2020 National Fire Code of Canada.  In addition, a number of changes are being made that are unique to Ontario.
 
Some of the changes introduced by O. Reg. 87/25 include:
  • Improved harmonization with the 2020 National Fire Code on various requirements including requirements for flammable and combustible liquids, dangerous goods, aerosol products, combustible dusts, etc.;
  • Alignment with some recent changes to the Ontario Building Code, including new requirements for carbon monoxide alarms in existing residential occupancies and care occupancies, new maintenance requirements for mass timber encapsulation materials, new testing requirements for integrated life safety and fire protection systems, new requirements for certain farm buildings, etc.;
  • Strengthened fire safety for existing boarding, lodging, and rooming houses and for two-unit residential occupancies through new smoke alarm requirements as well as new requirements for reduced flame-spread ratings of certain interior wall and ceiling finishes; and
  • Updated references to more current editions of standards, legislation, and other documents.

Joe Rogers P.Eng., Senior Advisor, Codes and Standards, Nova Scotia Department of Growth and Development, has announced that amendments to the Nova Scotia Building Code Regulations (the Building Code) made pursuant to the Building Code Act, Chapter 46, R.S.N.S., 1989 are anticipated to be prescribed by the Minister of Growth and Development, to come into effect throughout the Province of Nova Scotia on or about August 1, 2025.  The Public Notice states that the proposed amendments are required to enhance productivity and accelerate new modular housing and reduce interprovincial trade barriers.

The Canadian Board for Harmonized Construction Codes (CBHCC) has approved changes for an objective to address greenhouse gas (GHG) emissions and technical requirements for operational GHG emissions for the 2025 editions of the National Energy Code of Canada for Buildings (NECB) and National Building Code of Canada (NBC).

The CBHCC’s federal, provincial, and territorial Working Group on Climate Change Mitigation was struck to draft policy direction to inform the planned technical work for the 2030 Codes.  The CBHCC is seeking input from stakeholders, experts, code users, and the general public on the first phase of its draft policy direction before finalizing it.  Consultation on the CBHCC’s draft policy direction on embodied GHG emissions begins on May 30, 2025 and ends on July 14, 2025.

The purpose of this Interpretation is to assist in identifying certain types and uses of buildings, such as buildings constructed to shelter equipment which has been established to be exempt from Section 9.36., “Energy Efficiency,” of the National Building Code – 2023 Alberta Edition (NBC(AE)) and the National Energy Code of Canada for Buildings 2020 (NECB).
The purpose of this Interpretation is to clarify the requirement for professional involvement in the design of wood trusses for roof assemblies used in Part 9 buildings.
The purpose of this Variance is to permit permanent wood foundations made from mechanically laminated timber panels as detailed within the document “Permanent Wood Foundations with Mechanically Laminated Timber Panels for Part 9 Residential Buildings in Alberta”, as an alternative solution under the National Building Code – 2023 Alberta Edition (NBC(AE)).

Ravi Kahlon, Minister of Municipal Affairs and Housing made Ministerial Order BA 2025 01 on March 3, 2025 to amend Book I (General) of the British Columbia Building Code regarding adaptable dwelling requirements.

Effective March 10, 2025:
  • At least one in 5 units must be an adaptable dwelling unit:
    -    In large condominium and apartment buildings
    -    On the first floor of smaller apartments and condominiums
  • These units need to include:
     -   Accessible clearances through doorways and along paths of travel to the living space
     -   Clear space in a bedroom, bathroom and kitchen
     -   Switches and other controls at accessible heights
     -   Reinforcement of bathroom walls to allow future installation of grab bars
  • These requirements do not apply to units that:
     -   Are more than two storeys
     -   Have a separate entry or exit to the exterior
     -   Are not accessed by an interior accessible corridor

The Régie du bâtiment du Québec (RBQ) announced on March 5, 2025 that draft regulations proposing amendments to Chapter V, Electricity, of the Construction Code and Chapter II, Electricity, of the Safety Code have been published in the Gazette officielle du Québec.

The main proposed changes to the Construction Code are as follows:
  • Adopt the 2021 edition of the Canadian Electrical Code, with amendments to meet the needs and priorities of Quebec.
  • Incorporate several recommendations from the Provincial Advisory Committee on Electricity into the regulations.
  • Renew certain amendments currently in effect in Quebec regarding the installation of basic infrastructure for supplying electric vehicle charging equipment (EVRE) to individual dwellings with parking areas or carports in buildings with four or fewer dwellings.
  • Add requirements regarding the installation of basic infrastructure for supplying level 2 EVRE to all parking spaces in residential buildings with five or more dwellings.
  • Impose the requirement to include the EVRE load in the load calculation used to determine the capacity of the connection and feeders.
  • Update the editions of the SPE-1000 and SPE-3000 electrical equipment on-site evaluation standards, as well as the list of reference standards applicable to the certification of electrical equipment.
The amendments to the Safety Code aim to introduce standards applicable according to the year of construction of the electrical installations concerned.

The purpose of this Bulletin is to provide information on the latest energy efficiency metrics for air-cooled unitary air conditioners and heat pumps that are electrically operated.
A new test procedure (Appendix M1 to Subpart B of Part 430 of the United States Code of Federal Regulations, entitled Uniform Test Method for Measuring the Energy Consumption of Central Air Conditioners and Heat Pumps (“M1”)) has been adopted by Canada into the Energy Efficiency Regulations (Canada). This has resulted in new seasonal performance metrics that are to be used for single-phase residential air conditioners and heat pumps with a cooling or heating capacity of less than 19 kW (65,000 Btu/h). EER2, SEER2, and HSPF2 are the new metrics discussed in the bulletin.
It is important to note that direct conversions from EER, SEER, and HSPF to EER2, SEER2, and HSPF2 are not possible due to the fundamental differences in the testing procedures.
HVAC equipment products, including heat pumps, are regulated products in Canada, which means they cannot be imported to Canada or shipped between provinces for the purpose of sale unless they meet a minimum efficiency standard.

STANDATA bulletin 23-BCB-002- Roof truss layout for one-and two-family dwellings was published in 2024 and is still applicable. With the publication of STANDATA interpretation 23-BCI-015 - Wood roof truss systems in Part 9 buildings there was some confusion on the implementation of 23-BCI-015 and if this superseded 23-BCB-002.

Over the course of the next 12 months, Municipal Affairs (MA) will be working with stakeholders to develop targeted messaging, respond to inquiries or clarifications, and understand any complications or concerns with this topic. Revisions to 23-BCI-015 will be made as necessary. STANDATA 23-BCB-002 is intended to be archived at the end of the implementation period. This will allow for manufacturers, suppliers and builders time to gear up for the application STANDATA 23-BCI-015 authentication for truss profiles for one and two-family dwellings.

Paul Chang, Provincial Building Administrator has issued the following Building STANDATA Variances:
The purpose of this Variance is to provide an alternative solution in meeting the requirement of using qualified fabricators for the fabrication of structural steel as per CSA W47.1 – “Certification of companies for fusion welding of steel”.
This Variance applies to the fabrication of steel structures that are fabricated outside of Canada for its installation in the province of Alberta.
The purpose of this Variance is to allow the use of products specifically designed for commercial greenhouse facilities occupied only by greenhouse staff, where members of the public are not permitted access.
Flame-resistant fabrics and films conforming to CAN/ULC-S109, “Standard Method for Flame Tests of Flame-Resistant Fabrics and Films” are designed to be used for tents and air-supported structures within the scope of the National Building Code - 2023 Alberta Edition (NBC(AE)). Use of such materials for commercial greenhouses would be detrimental to plants due to the material’s ability to block out the majority of the ultraviolet light necessary for plant growth.
For commercial greenhouse facilities, several types of polyethylene films with special additives for greenhouse use are available but do not meet the CAN/ULC-S109 criteria.

The purpose of this Bulletin is to provide information regarding the requirement for an alternative measure, which may include a fire watch, to be in place if an owner or owner’s agent cancels their monitoring company for their fire alarm system.  This requirement will also apply for an alternative measure, which may include fire watch, if the monitoring company is canceled by their certification body.  This information is for the mandatory or voluntary monitoring of fire alarm systems.

Aman Gill, Acting Executive Director, Building and Safety Standards Branch, B.C. Ministry of Housing, has advised that Ravi Kahlon, Minister of Municipal Affairs and Housing made Ministerial Order BA 2024 05 on December 31, 2024 to amend Book I (General) of the British Columbia Building Code effective March 10, 2025.

Effective March 10, 2025, new buildings must meet at least EL-1 of the Zero Carbon Step Code.  This means that applicable buildings following the performance path will be required to measure and disclose operational greenhouse gas emissions. 

The Part 3 and Part 9 Step Code Compliance Checklists already disclose operational greenhouse gas emissions to the Authority Having Jurisdiction, so users of those checklists already comply.
 
Local governments retain the ability to require or incentivize compliance with higher levels of the Zero Carbon Step Code.

The Ontario Ministry of Municipal Affairs and Housing issued Ontario CodeNews e-bulletin #367, dated January 21, 2025, to announce that the Minister of Municipal Affairs and Housing has recently made amendments to Ontario's 2024 Building Code which came into effect on January 17, 2025. These changes are included in Section 3.1 of Part 3 of Division C of the “Ontario Amendments to the National Building Code of Canada 2020”, dated January 13, 2025 and are intended to "create a process for the ministry to conduct equivalency assessments for building officials who have been certified in Manitoba".

Ontario Regulation 163/24 adopted a new Building Code for Ontario, which came into effect on January 1, 2025 and was made under the Building Code Act, 1992 by the Ontario Minister of Municipal Affairs and Housing on April 9, 2024.

According to Ontario Regulation 163/24, the new Building Code for Ontario consists of TWO documents:
  • CCBFC NRCC-CONST-56435E, “National Building Code of Canada 2020”
  • “Ontario Amendments to the National Building Code of Canada 2020”, dated April 5, 2024 and issued by the Ministry of Municipal Affairs and Housing
The new Building Code for Ontario established by Ontario Regulation 163/24 has been further amended by the following TWO regulations:
Ontario Regulation 203/24 amended Ontario Regulation 163/24 to adopt the new Building Code for Ontario, consists of the following TWO documents:

Owners, designers, and safety code officers (SCO) had asked Alberta Municipal Affairs for guidance regarding fixed fire suppression and exhaust systems of non-residential cooking installations and the cleaning thereof.

Fire Protection and Prevention Act, 1997
2007 Ontario Fire Code

Michael Kerzner, Ontario Solicitor General, made Ontario Regulation 505/24 pursuant to the Fire Protection and Prevention Act, 1997.

The regulation:

  • was made on December 4, 2024,
  • was filed on December 6, 2024,
  • was published on e-Laws on December 9, 2024, and
  • will be published in The Ontario Gazette on December 21, 2024.

The regulation extends the sprinkler installation deadline for designated LTC homes by 18 months (from January 1, 2025 to July 1, 2026), while ensuring consistent application of fire safety criteria that an LTC Home must meet during the interim period.

QUÉBEC
An Act to improve the quality of construction and public safety.

On November 27, 2024, the Lieutenant Governor of Québec gave assent to: An Act to improve the quality of construction and public safety.  The Act requires the the contractor who owns the construction site or the owner-builder to:

  • have their work inspected at at least three key stages of construction, according to an established monitoring plan;
  • obtain a certificate of conformity of the work with the Construction Code or applicable municipal standards.

Other features of the Act are:

  • The responsibility for inspection and certification of conformity must be entrusted by contract to an architect, an engineer or a professional technologist.
  • Contractors and the Owner-Builders are required to successfully complete training to obtain a license.
  • The power of the commissioners is expanded to allow them to apply corrective measures or measures, particularly in the event of non-compliant work.
  • Additional information will be recorded in the Register of License Holders and the Register of Residential Building Inspectors
  • An administrative monetary penalty system is introduced to facilitate a rapid return to compliance
  • Harmonization of certain provisions of the Master Electricians Act and the Master Pipe-Mechanics Act with those of the Building Act, particularly by introducing the concept of construction work and by modifying the criminal limitation periods.

On October 2, 2024, Jean Boulet, Québec Minister of Labour had tabled Bill 76, An Act to improve the quality of construction and public safety in the National Assembly.  The Bill was adopted on November 26, 2024.

Chapter X – Bathing Areas

The Régie du bâtiment du Québec announced on November 20, 2024 that a draft regulation to amend Chapter X, Bathing Areas, of the Construction Code, has been published for public comment until January 3, 2025.

The amendments will notably:

  • lower the minimum age of a lifeguard from 17 to 16 years old;
  • relax the obligation to supervise swimming pools in private seniors’ residences and tourist accommodation establishments, under certain conditions;
  • introduce safety standards adapted to the specific risks of wave pools;
  • authorize new organizations to issue qualification certifications to attendants responsible for the supervision of swimming areas.

Chapter III – Plumbing

The Régie du bâtiment du Québec announced on November 18, 2024 that a 34 document titled Principal changes made to the Quebec Construction Code, Chapter III – Plumbing, and the National Plumbing Code – Canada 2020 (amended) is available for free download in the French language.  The amendments to Chapter III, Plumbing, of the Construction Code were adopted on June 26, 2024 and have been in effect since July 11, 2024. This chapter consists of the National Plumbing Code of Canada 2020 (NPC) and the amendments made by Quebec. It replaces the previous version in effect since March 2021, and any new plumbing installation carried out as of January 11, 2025 must comply with its requirements.  Note that, as of July 11, 2024, a six-month transition period has been provided, during which the 2015 edition or the new 2020 edition of Chapter III, Plumbing, may be used.

Sidney Manning, Provincial Plumbing Administrator, has issued the following STANDATA Plumbing Variance:

The purpose of this Variance is to provide an alternative solution to meet the requirements for the certification of solar domestic hot water systems in the National Plumbing Code of Canada 2020 (NPC).  Due to the withdrawal of certification and verification services for solar hot water systems, collectors, and components to the requirements of CAN/CSA-F378-87, solar collectors and systems with alternate certifications are necessary to comply with the NPC 2020.

Ontario Regulation 449/24 to amend Ontario Regulation 164/99 (the Ontario Electrical Safety Code) was:

  • was filed on November 6, 2024,
  • was published on e-Laws on November 6, 2024, and
  • will be published in The Ontario Gazette on November 23, 2024.

The regulation adopts the Canadian Standards Association's “Canadian Electrical Code Part 1, C22.1:24”, as amended by the  “Ontario Amendments to the Canadian Electrical Code Part 1, C22.1”, dated June 12, 2024 and issued by the Electrical Safety Authority, as the Ontario Electrical Safety Code (OESC).

RESCON has long been an advocate of Regulatory Change in Ontario as we believe the current system that regulates Development/Building activities is no longer capable of responding in an efficient manner to the rapid changes in processing information and construction activities, resulting from the use of new and emerging technologies.
I asked Alek to tackle this subject, given that the expertise he developed while at the Ministry of Municipal Affairs and Housing puts him in a unique position to share his perspective on this topic.
RESCON believes it’s time to start a conversation between industry stakeholders and the regulators who control our Industry on how we can affect the changes that would benefit all by:

German troops began the GERMAN invasion of Poland on September 1, 1939 from the west.  Although Poland had only regained its independence 20 years earlier, Polish soldiers fought bravely with what arms they had against the advance of the German army.

16 days later, while Polish forces were defending against their western invader, on September 17, 1939, Russian troops began the RUSSIAN invasion of Poland from the east, in accordance with the secret deal in the Molotov-Ribbentrop Treaty.  The Russians lived up to their reputation as back-stabbers of their fellow Slavic people - that is why very few people ever trust the Russians.  Ask any Ukrainian about what the Russians have been doing since 2014.

It took the Russians and the Germans 36 days to overcome the resistance of the Polish army.  Under the Russian and German occupation, over 6 million Polish citizens were killed, including many ethnic and religious minorities.  The infrastructure of Poland was devastated by the invaders.

The German and the Russian governments have never compensated Poland for the damage they caused and the loss of so many Polish lives. 
While most Polish people are Christians and forgive, THEY DO NOT FORGET

Former Polish Deputy Prime Minister Jaroslaw Kaczynski indicated that Poland will demand Germany pay over US$1.3 trillion in World War II reparations to Poland.
He said: "Germany has never really accounted for its crimes against Poland ....... Tens of countries have received reparations. Poland did not. We have to take this issue up if we are a serious state".
